Sio Silica Project Announcement Raises Concerns and Support in Manitoba
Federal critical minerals partnership spotlights proposed silica sand mine amid provincial review and local debate

A recent announcement at the G7 Leaders' Summit has placed the proposed Sio Silica project in southeastern Manitoba into the international spotlight, intensifying both support and concern among stakeholders in the province. The announcement was made by Prime Minister Mark Carney, who included Sio Silica’s planned high-purity silica sand extraction project as part of a new critical minerals partnership during the summit in France. According to a press release from the Prime Minister’s office, the Critical Minerals Resilience and Production Alliance was launched as part of Canada’s 2025 G7 Presidency, with the goal of diversifying critical minerals supply, reducing market concentration, and creating a buyers’ club to attract investment and accelerate production.
The Alliance includes 13 new partnerships and initiatives with more than eight countries. Collectively, these projects are expected to unlock over $5 billion in capital investment across Canada’s critical minerals value chain. Among these is a partnership involving RCT Solutions of Germany, Canada’s Sio Silica, and other entities to advance a high-purity silica project in Manitoba. The goal is to extract 99.9 percent pure silica sand and develop a fully integrated solar manufacturing hub within the province.
Sio Silica’s project, located east of Anola, remains under provincial review and has been subject to years of environmental assessments and public hearings. In 2023, public hearings conducted by the Clean Environment Commission (CEC) in Steinbach examined the proposal in detail. During these sessions, Sio Silica representatives stated the project could contribute $1.2 billion to Manitoba over a projected 24-year mine life through taxes, payroll, royalties, and municipal charges. Proponents also indicated the potential for hundreds of indirect jobs and additional business opportunities.
Despite these projected economic benefits, the project has generated significant concerns from local municipalities and community members. The City of Steinbach and Rural Municipalities such as Hanover, La Broquerie, Ste. Anne, Tache, Brokenhead, Reynolds, and St. Clements have all voiced apprehensions regarding the potential impact on municipal infrastructure, land use, water quality, aquifers, and municipal services.
Janine Gibson, leader of the Green Party of Manitoba and a resident south of Steinbach, has described the G7 announcement as both concerning and confusing for Manitoba residents. Gibson emphasised that the decision regarding the project lies with the province, not the federal government. She highlighted that the Clean Environment Commission has expressed reservations about the safety of the project's model, particularly in relation to the region’s drinking water supply. Gibson argued that, regardless of the economic incentives, the fundamental need for clean water, air, and a healthy environment must take precedence.
Gibson also questioned whether the project would ultimately benefit local communities such as family farms and small businesses, or instead prioritise resource extraction and external investment over local well-being. She warned that potential risks could include depleted aquifers, compromised wells, and a future in which communities might have to purchase drinking water. According to Gibson, the broader question is what kind of future Manitobans want to secure for subsequent generations.
In contrast, Sio Silica welcomed the federal announcement and the associated international partnerships. In a press release, the company stated that collaborations with RCT Solutions and U.S.-based NanoXSolar, through Memorandums of Understanding, represent significant progress toward establishing secure North American and European supply chains for high-purity silica. The company underscored the material’s importance in the production of solar energy systems, semiconductors, batteries, advanced manufacturing, and defence-related technologies.
Carla Devlin, President of Sio Silica, said the partnerships demonstrate the global significance of Manitoba’s high-purity silica resource and its potential to strengthen Canada’s critical minerals strategy. She expressed gratitude for the support and engagement from the federal government in promoting Canadian opportunities internationally.
The Sio Silica project is positioned as a key component in Canada’s efforts to diversify and secure critical mineral supplies, which are increasingly seen as essential for clean technology development, energy storage, and advanced manufacturing. The federal government’s critical minerals strategy seeks to reduce reliance on concentrated global suppliers and to support domestic processing and value-added applications.
However, the provincial decision on whether to approve the Sio Silica project remains pending. The Clean Environment Commission’s findings and recommendations, local government input, and public concerns continue to play a central role in the ongoing review process. The debate reflects a broader tension between economic development objectives tied to Canada’s energy transition and the need to safeguard environmental and community health at the local level.
As the project awaits a provincial decision, stakeholders on all sides continue to emphasize the stakes for both the region’s economic future and its environmental sustainability. The outcome will likely serve as a precedent for how Manitoba, and potentially other provinces, approach the balance between resource extraction for emerging technologies and the protection of local ecosystems and communities.
